tiling outside steps

recently got a job to tile a set of steps,hallway and consevatory from a customer,the only problem i have here is the steps were tiled only about a year ago and seem to have lifted! being in scotland as you can imagine under the tiles is saturated in water(was probably ice a few weeks ago),the original clayfired tiles underneath seem to absolutely fine though,so i was thinking about stripping back and cleaning of the recently done tiling,before harping over and leaving to dry for a few days before re-tiling so she won't have the same outcome as the last time,any tips or help appreciated!:thumbsup:
 
personally i would rip up all tiles and make good the step then retile..saves any hassle...make sure steps are solid before tiling.:thumbsup:
 
Tiled my front door double step over 20 years ago wasn't in this game then, I used a fairly wet 3:1 sand and cement mix and it's still good today, south facing so it gets extremes of sun and rain.
