Tiling over floor tiles

What do you mean by prime with SPF or rapid. Also whats the best way to key the tiles thanks.

The SPF is, single part flexible and the rapid is, rapid setting non flexible, both adhesives nothing to do with the primer.

spf ,stands for single part flex ,

remove the tiles imo, then start afresh ,
