If all the quarries were solid then a quick answer would be yes, it can be done....but I wouold rather have the quarries removed and start from a substrate I was totally happy with.
If you decide to tile over then you must make sure the old quarries are cleaned and void of any polish or wax. You can do this by using something like LTP Grimex.

My advice would be to remove the tiles though.
