Due to the relatively thin 8mm tiles the floor has very little thermal mass to enable it to absorb the heat from the UFH and then slowly release it.
You don't mention the wattage per square metre that your setting is giving you but it sounds like it is too low if the tiles are dissipating the heat quicker than you can put it in.
Are you sure both kits are working?

To check what your wattage is, per square metre, you will need to find out a few things.
a) What is the wattage per metre? b) What is the length of the loose cable? c) What is the total wattage per each length of cable? d) What is the free floor area in square metres, that the loose wire was installed onto?
"a) x b) = c)" "d) :- b) = w/m2.
For installing onto an insulation board, a 10w/m loose cable, for installing under tiles etc, should has a spacing between 50mm and 70mm. Not forgetting you have two cables.
This should then give you an approximate watts per metre square of between 125w/m2 to 175w/m2.
