If you are using UFH on concrete you must use an insulation board fixed with a 1 part flexi cement otherwise the heat will transfer into the floor faster than it will heat up the tiles. Then tape your cable/matting over this and fix the tiles using 1 part flexi cement.
Terminate the cable at a suitable site where the thermostat control is to be sited. The electrical connection to this must be made by a qualified electrician. it is usually via a fused spur which is connected via a 30ma RCD on the circuit.
