I 've been away for 4 months and it looks like my balcony is flooding. Tbalcony floor tiles are loose and water logged and moss is growing on the tiles. Is this a drainage problem, flooring/tiling problem or roof problem as the balcony is actually part of the ceiling to the flat below. Does anyone know about this problem and its likely cause and whom is liable? Thanks B
