You need professional indemnity insurance to do a report, or it could bite you on the bum. I have refused to do them many times.

I wouldnt do it either, not worth the hassle. Often such reports are used by the householder to have a bash at the tradesman, valid or otherwise. You dont want to get caught in the crossfire and you dont want a brick coming through your window either.
