hi all,i did a kitchen and 2 bathroom installations last month and the customer has requested a building control certificate,i wasnt actually aware i needed to supply this as no structural work was carried out simply new rooms installed

I'm laying some floor tiles in downstairs WC (concrete floor) but need to build up the floor level by 18mm to get a good level with existing timber floor in hallway.
What's my best option here? 18mm external plywood screwed down?
Any advice is really appreciated.
Is it ok to build up layers with both slc (around 8mm) and also with cement based addy to correct the falls on top a a marmox shower tray? The falls are somewhere near but just a little low on just one corner.
