    Building up floor prior to tiling - plywood?

    I'm laying some floor tiles in downstairs WC (concrete floor) but need to build up the floor level by 18mm to get a good level with existing timber floor in hallway. What's my best option here? 18mm external plywood screwed down? Any advice is really appreciated.
