I am not an electrician but my understanding is that 200watt simply heats floor up quicker than 150.they both heat floor to temp set on the thermostat.
general consensus is that 200 watts better in conservatory because it will heat floor up quicker.
what will make the difference is thicker insulation than 6mm but I understand you don't have more depth to play with
