It sounds like either tilemaster prime plus or f ball and co p121 primer. Both are acrylic. I personally would not use cement adhesive regardless. The other potential issue if they are putting that much primer on is that it may cause a problem itself due to love if penetration into the screed surface. Give it a damned good rub to see if it peeks off or not....
