That has got failure wrote all over it mate..

You need to do visual checks on the integrity of the substrate and it's suitability to be tiled upon.

Personally i think you need to strip back to basics to make sure it will withstand a tiled surface and not just to try and water proof it.

Loads of issues to consider from expansion to freeze/thaw probs at different times of the year.

Ok i should have given a bit more detail, the balcony is already constructed with enclosed sides and a good fall to drain, unless i'm missing something that schluter page is mainly concerning edging profiles and drainage. The reasoning behind my original plan would be hardi screwed through the felt into the ply to give a sound base to tile onto then the homelux matting to stop water penetrating the screws and getting into the ply, the matting is also a de-coupler. With regards freeze/thaw cycle if the base is steel with a ply skin (no bounce) and enclosed what else am i checking for?
