bostik primer coming off when scrapping feet on

None of the gritty none porous surface primers form a skin of any sort. No matter how you apply it, from my experience, but as said above. Bostik isn’t a reputable brand to professionals!

Ive put eco prime grip on smooth glazed tiles and when dry, I could sratch it off with my finger nails.

Yes, you can scratch off, but not peel off. The force of tile adhesive and tile onto the primer is not gonna pull it off

I haven't tried peeling mine thou. Just scratch and twist my boot on it. Will it be OK to tile on?

I would be tempted to remove it.......then dilute 50/50 and make up a slurry mix. Powdered tile adhesive and diluted primer...........diluted enough to brush. Then leave to dry.
