Sounds like he has grouted to early, as in the adhesive was still wet and the colour has bled through, as has been asked, what adhesive and grout did he use, and how long before fixing the tiles to the grout was applied. Have you contacted the guy to give him an option to fix it ?
Especially if its bal grout as it discolours when wet or always used to see it all time when people used dispersion adhesive twenty years ago when they used it to deep or on non-porous surfaces nowadays most tillers use cement based so you don’t get that sort of problem :pete
