How to cut fixed porcelain tiles up to door frame?

Yep, as Andy said, replace the tiles, I would be concerned about him having a go at the edge of those tiles, he's likely to chip them and make it worse, replacement really is the only option, if he's careful he should be able to knock those gently out without damaging the ufh, because looking at that, he probably hasn't fixed them properly anyways. If and when he does it, tell him NOT to grout in the edges, it is an expansion joint and should have silicon or mastic in there to allow movement, after a few months grout will crack out and look even worse than it already does, and if he actually bothers to undercut the doorstops he might be able to cut that sliver wider and therefore not snap it so that the cut tile is all one piece. You can probably tell this sort of thing really winds me up.

Depending on the condition of the rest of the install, I would get someone in to cut out from the broken slither across to the same point on the otherside and fit a piece of timber in as a threshold.

Oh and learn from it 😉

Tilers tile!

I think for the effort it would take, I'd live with the finish you've got, with the threshold bar as in picture 2. I would though, let the builder sweat a bit, certainly let him know that he shouldn't be tiling. And for you next time, choose your tradesmen more wisely.
