If the existing tiles are sound, than clean and prime with suitable tile on tile primer.

What will be the finished height of the floor covering beside the tiles?

If its the height of the timber, then I would lift the tiles up, saves having a tile lip.
If underlay and carpet are layed beside the finished tiled area, then tiling on tiles will save you a few bags of leveling compound building the height up.

how do you know?
he might have just jumped on them or something, it would not be the first time,
also thats pretty extreme pulling those tiles up to cause that much damage, is he using a digger to do it
