I think you mean ceramic against ceramic.
I don't like to see Silicon on the bottom of the toilet & pedestal.
If they are fitted correctly you shouldn't need Silicon.
No Silicon? You are just going to end up with a very urine smelling installation within a few months, unless every user sits on the toilet. I would never recommend installing a WC that does not have the base Silicon sealed to floor. And never put carpet on the floor by the WC! :yikes:

No need for a cushion of Silicon - but if you are fixing onto a bad floor Silicon is a good option to work with spacers to keep WC level. I have seen WC's cemented in place - not nice when you (inevitably) have to remove it. There is no substitute for bolting WC with provided bolts - think 20 stone man after a hot curry the night before! But Silicon is an excellent sealant against contaminated stuff getting into crevice. If household has a sufferer of ulcerative colitis or similar the deposits that get into crevice can be considerably grimmer!

I always put clear silicon around pan and pedestal. Once the pee starts to 'go off' especially in warm weather it's like walking into the entrance in a block of flats!!!

I'm having this exact problem now, as the toilet is also sitting on cork tiles.. Nice! Next job on the list me thinks.. :D
