We use the Thermonet system as they operate on 150w for timber floors.
The warranties are 10 years for the mats and 2 years for the thermostat.
What thickness ply are you fixing and have you considered extra insulation of even a backer board (Hardie/other) instead of the plywood.
Check the height of the void area beneath the flooring - we recently completed a kitchen floor and couldn't get the temperature up above 24degrees! It transpired that there was a 6 feet gap under the floor with a stream running through it! In January that water must have been pretty cold. When the job was estimated there was no mention of running water!!
Its in a 1st floor flat so I doubt theres a stream underneath!! As its in a victorian house I'd ply the wood floor with 18mm ply. There isnt a problem of the existing floor not getting warm enough its just patchy 'cos the mats are too far apart.
