some one in my street aproached me to do there step,,,this is becoming a regular thing these days:lol: any way went to look

seems the recent sever cold snap has killed the tiled step all have fallen off and also part of the step at the bottom has fallen away,,i have shuttered steps in the past but wondered would a sand n cement render be strong enough just for the bottom part or should i shutter it,,opinions please
