Wedi do a 4mm board which needs to be glued and screwed but you would need to make sure that your floor is solid to be sure of integrity. Some tilers do tile straight onto chipboard and sometimes it works out ok but it is not widely recommended now as you can see. There are a number of adhesives that will do the job ok but as Dave said previously, it isn't the adhesive thats the problem, it is the chipboard breaking down that causes failure normally.
