Wet the wall with a sponge/water.........leave it to soak and then rub it....if the paint comes off then it needs removing....as the moisture in your adhesive will do the same...

The Tape test is good but doesn't always work with emulsions....best to cover all bases before you go ahead and fix..:thumbsup:
but if he over soaks it Dave it's gonna pull the paper off the p/board,exposing the gypsum?
