are the insulated boards just for use on concrete floors or do they work on wooden and are they a replacement for ply sub floors.

For Concrete floors use something like www.fastwarm.co.uk available from www.floorheating.ltd.uk. Those warmup / marmox type boards can be used on wooden floors or concrete but are not a replacement for the sub-floor structure.
