walk in shower drain

hi there
just some advice on fixing the support for the drain cover required.
the drain cover has come loose in the shower.

the metal removable cover sits in a plastic support that is bedded into the floor.

it has all become loose and I am resetting it before it becomes too bad, however I have tried grout, but it is not setting, probably due to being too thick,

What product should be used to build up support for the plastic surround before finishing off with grout

many thanks for any advice
 
Dont have a photo on me at the moment
but is similiar to this image at the top, plate cover sitting in a plastic support which then sits bedded in above the lower parts of the drain

The second piece from the top sits in a bed of grout cement etc above the threaded drain parts below
this piece is a good 1.5 cm above the lower parts of the drain
building up the gap with grout fails to work because it doesnt seem to effectively set, so just wondering what other product to use and then finish of with grout at tile level.
