Yes it could have done with levelling first but you get what you pay for when it comes to tiling. If the guys not a tiler then they got what they paid for :/

There are two ways to look at this....
1. This bloke prevented a reputable tiler from earning a honest crust, OR
2. This bloke ripped off the paying customer(customer just doesn't know it yet,)

True. A reputable tiler has missed out on earning some crust as you put it.
Ripped of the customer....Depends on how much they paid him to tile it. When it comes loose I'm sure the customer will hire a reputable tiler.
