Getting a bathroom regrouted, bit concerned tiler has only taken the top layer of old grout out. Thought at least 3mm of tile sides needed exposing for the new grout to adhere? Please let me know your opinions.

Hi all, my next job is tiling ensuite which has old adhesive still in place. Planning to cement board over and seal prior to tiling but there's disagreement as to whether or not I should remove old adhesive first
