laid a marble floor a few months back ,the plumber installed the heat mat and latexed the floor ,although the floor is heating up there is not a consistent distribution of heat ,the start of the mat is not as warm as the rest,marble laid on solid bed of adhesive with wedi boards below?

The floorboards are in fairly good condition by arn't exactly a flat surface. They have been cut, pulled up and put down again a few times over the years (old victorian house)...

Having a new bathroom fitted, and fully tiled. What is the recommendation - tile the whole floor then mount the toilet pan afterwards (on top of the tiles) or fit the toilet pan first then tile round it?
Either way I won't mount the cistern until afterwards.
