That's the grout not the adhesive . The material for filling the joints .This is the adhesive. It feels rock hard.

The initial tiling job was completed, and then those top 3 tiles became loose. The tiler removed and replaced. When replacing for a second time, he said he wanted to leave it for a day or so to set. He was due to return anyway to sort the shower screen and grouting when the "incident" happened.Why is the tile below the missing one not grouted

A company came in and tiled your bathroom. They put up the shower screen and basically finished the job.
It was then noticed that the shower screen did not fit properly so the company came back and removed the screen.
While you were out, the tiles fell into the bath.
I don't understand why most of the wall is grouted but there does not seem to be any grout around the tile below the blobs of grout. Was this tile previously on the wall with grout, then the tiler took it and put it back on again?
I think there is something missing from this story, or the tiler is not telling you the true list of events.
