do you mean concrete? have you tried an sds drill with a chisel to chip the old adhesive off?

im going to hammer bolster it used a big floor scraper didnt budge it then get ULTRAPLAN RENOVATION SCREED if i can

i sometimes use a heavy flat bar (similar to a crowbar) with a sharp tip to remove old addy, when it bluntens sharpen it on the grinder again

You might get away with just SLC straight over it if there are no really high points (after priming) but you need to make sure that you get rid of any loose bit if there are any.
