Commission heating before doing anything. Check its dry, sand it, vac it, prime it with an acrylic or sbr primer, then tile it using either a gypsum based tile adhesive direct to the screed or a gypsum based adhesive to stuck down an uncoupling membrane and then a flexible cement based adhesive on top of the uncoupling membrane.
