i see i see, i always use hardi boards for wet rooms etc and over board wooden dry areas with 18mm birch ply

Level flex by tile master is good stuff, but it will not fill 25mm gaps no way, you would be filling the basement up for months. 9mm ply is way to thin, you should sort out any deflection issues prior to overlaying with backerboard then level flex if needed to get the floor level.
