Yeah it is sand and cement,3 parts sand 1 cement doesn't work too great with normal grout.

The only times I really do it these days are on quarry tiles and they aren't that popular although I have done a few floors this year.

Not often and shouldnt be used on porcelain tiles anyway. IMO
