Hi

I have been asked to tile an 11m2 exterior balcony with porcelain tiles and the screed is very sandy. I cannot draw a line across the surface with a pencil because the pencil just goes in to the surface. I tried to sweep the surface and a lot of sand came off.
Is it possible to use a certain adhesive or/and acrylic primer or should I run a mile?
