Could be latex that was mixed with to much water which produced a surface laitance which is why the tiles came up leaving very little adhesive on the substrate..

Not sure if gypsum screed was around 17 years ago?

Early 90's was first anhydrite screeds. Early eighties was first general gypsum screeds e.g hemihydrate.
