Silicon for shower tray and cubicle

Am I right in thinking you fitted the tray after it was tiled? and the tray is butted up to the tiles, rather than the tiles sitting on top?

nope, tiled after tray was siliconed to wall then tiled down to tray less 5mm it seems Silicon did not bond to grout, and water ran behind Silicon at the vertical joints may also have leaked at internal corner of shower cubicle which was siliconed over grout, i have not had this problem in the past, used mapei grout and unibond sanitary Silicon

The grout must have been wet when you siliconed?

Don't suppose you've still got the Silicon? Silicon does have a shelf life so check the use by date. It will be much dryer if past it and will not adhere as well
