i think it could be good for the following reasons:
1 for exterior use the substrate could have a good fall on it allowing any water that soaks threw to drain away into the drainage system etc.
2 great for awful unlevel substrates.
3 looks easy and quick to do

BUT WHATS THE PRICE????
Downside
1 if the tiles are grouted they wont be solid because of the void underneath.
2 if you drop something heavy its going to crack cause of the void.
3 if the tiles are different thicknesses you will get lippage as each block is on four different tiles and they have to be adjusted all togeather.
4 if a tile is laid with a crack in it or weak spot that hasnt been seen then this could cause injury to an ankle etc.

just my views!

I've seen it done a few times, looks unfinished when it's completed too:thumbsdown: surely it's the same as spot bedding and all the inherent problems involved there,

Interesting concept, as has been said though, surely it can't be a strong enough build for drops, and grout joints must surely crack, apart from that, I like the concept.
