The best solution is to take out the old floor completely. Then replace with a new floor incorporating insulation and DPC. If the full curing time before tiling is then a problem there are green screed adhesives which allow tiling before the full cure has taken place. If still wanting electric under-tile heating then I'd recommend still using 10mm insulation boards on top of the screed to give better efficiency.
The walls need insulating too otherwise you will always have a condensation problem. I'd start off by looking at e.g. the Celotex website to check out how the suggest to do it.
