This only applies to mail addressed to "The Occupier"
I used to have a career in Direct Mail before tiling. Our company used to send out millions and millions of letters each year.
These were mostly sent via Royal Mail using Mailsort 3, which is the slower but cheaper option for bulk mailing by credit card companies, banks, shops, stores, insurance companies etc.
Any meaningful, important or relevant mail will either have a stamp,be franked or have a Mailsort1 stamp or Mailsort 2 stamp, mailsort 1 is equivalent to first class.Mailsort 2 is equivalent to second class.

Mailsort 3 the last one, just has an M ... this is also "Junk Mail" .. Companies offering you credit card deals, insurance, mortgages etc, etc.
I rarely open these and put most of them back in the post box marked "return to sender", or "No longer at this address".......
It causes a nightmare at the senders, because someone has to sort through these manually & log etc. These companies have your address on a database, this database can be bought in part or in whole by other companies. It is very hard to get yourself removed as the names & addresses are constantly being passed around.
Just send em back.
