Is is best have a 13A double pole FCU switch or a double pole 13A type C MCB?

Funny thing someone pinched the Lamp Shades (Case) around LED lights on the Ceiling (NOTE i can touch this Ceiling without really jumping)
Its located in the Ladies Toilet of a pub, they want a replacement as you can TOUCH the LED lights.

I dont know what to suggest if they are just going to steal the Cover.

I watched an electrician carry out an EICR on a property I rent. On a ring final circuit he removed the plugs fom the sockets before carrying out the tests. Just asking more for my own curiosity if that's okay. When running say cable when both wires are the same colour sleeve, say dual blue or brown, and there is no power in the circuit yet, how do electricians know which wire is which at each end?!
