Why is the tile below the missing one not grouted

I have noticed the grout between other tiles is starting to crack. Is this normal?

Those joints should be siliconed, not grouted. Grout should not be used here

The job needs starting again.. full stop. If you get nowhere with the original tiler, I would suggest contacting trading standards.
