In my experience, it's a rare situation when someone sticks their nose into a situation like this and things work out well. Many times, the homeowners don't want to hear anything about anything. They can be worse than this knucklehead you're dealing with.

This is his job, you have given him fair warning, you're leaving and getting your good name away from there.

Take your money and R U N! I wouldnt say anything as long as your name isnt associated with it. The job had so many basic parameters that werent followed it was doomed from the outset.
