surely a 25mm wbp + 6mm backer + addy + tile would bring the level up around 40mm from landing to bathroom
seems too much? or am I missing something?

Yep you may be. There's numerous threads on here re: tiles de-bonding from ply for whatever reason. Drop the 25mm to 22mm? overboard the landing with 6mm ply if its do-able? There's probably a load of options but I wouldn't expect a 'General Builder' to use Hardi. Get your builder to build the floor and your tiler to finish the prep to his standards (if you're happy that this tiler is on the ball).

I'd be doing the tiling Martyn and understand the benefits of backer board
will be re flooring the landing anyway so Ill bring it to get as close as possible without affecting the bedrooms.

I'm not suggesting the ply as an overlay but as a replacement for your current floorboards. 18mm ply is sufficient. Therefore above landing level you would be addy, HBB and tile. Most height difference would then be made up with a good carpet and underlay.
