Erm.
Don’t want to pee on your chips but the floor should have a movement joint between the 2 substrates!
It looks from the pic that the full tile is close to the edge of the matting.
Your tiler may have this in hand but I would recommend a cold joint (Silicon instead of grout) down that whole join!!

My tiler wanted to tile onto chipboard and I had to insist on the matting.

I am able to put in the Silicon joint, but that is more by luck than design.

No need to double up the skirting, just cover with a timber moulding at skirting floor junction, such as 20x20mm half round or scotia moulding. As above poor setting out. This is probably the easiest way of covering the gap, and when painted in with skirting will not really be that obvious.
 
If your going to use a scotia trim I would recommend getting a pvc one in white as it will blend in with the skirting and easy to wipe clean
