take up the chipboard floor and replace with 18mm ply
this is easier said than done as you will need wind up the feet on the units , break out the floor and slide the bords under
you will also need a right angle drill to screw down
i havent done this for tiling but have done it for insurance companies when a leaky w/ machine has destroyed a chipboard floor
it may be easier to remove your kitchen and refit
