I know / knew about this law re: speeds in vans, a bloke I worked with was followed by a copper, he was doing 71 mph in the van when the blue light went on. My mate jumped out all nicely nicely, asked the copper what was wrong, I'm doing you for speeding was the reply, do you know how fast you were going, 71 mph was my mates reply, your doing me for going 1 mph over ? No said the copper, 11 mph over, then explained the hows and whys 😳

Vans that can travel at the same speed as cars
There is a small group of vans that can travel at up to the same national speed limits as cars. These are car-derived vans that are goods vehicles developed from a passenger vehicle and have a MAM of no more than 2,000 kg.
Examples of car-derived vans are vehicles built by the manufacturer and based on the Ford Fiesta, Vauxhall Astra, Fiat Punto, Peugeot 207 and Renault Clio.
